If I understand you correctly what you want to do is set a large aperture so that the depth of field is short, causing the foreground and background to go out of focus. The large aperture setting will have to be offset by a fast shutter speed to get the correct exposure.
This is true for any camera. How you do it on a digital camera will vary from brand to brand and model to model. Read your instruction manual for those directions.
