Most cheaper non-DSLR cameras will not allow you to upgrade: the most you could hope to do is get an adapter piece and a telephoto mount for it.
This only works if you actually spent good money on that camera, though since most don’t afford it. Plus, telephotos are not worth the money if the zoom is that low, so you should just get a new camera in my opinion.
Edit: A telephoto will compound with your camera’s optical zoom, so 4×3 = 12x zoom.
I should warn that most telephotos tend to make it more difficult to hold your camera in a balanced way and usually require their own stands if you want a clean shot.

If you want to change lenses you will need to buy a DSLR. They are the only digital cameras that have interchangeable lenses.
There are some entry level cameras made by Canon and Nikon that are not too expensive. Go into a camera store and have them show you a Nikon D40 or Canon XTi. You will be happy to know that you can use lenses on those cameras from extreme wide angle to super telephoto lenses. The salespeople in the store can show you the difference between the lenses and help you choose the one best suited for your photographic subjects.

I have a Canon A540 and yes you can change the lenses on it and it is NOT a DSLR!!!!!! There is a small button the released the existing lens and you can buy a new one from Canon’s website or through maybe a camera dealer. I would say that your best bet would be to take to a reputable dealer and see what they can do for you.

If your camera is the Powershot A620 or the A640, you cannot change the lens but you can add a telephoto (longer zoom) or wide-angle(wider for landscapes and such) converter. Go to an authorised canon dealer to get the converters.
